A cranking rod is a
type of casting rod...designed for crankbaits. There are also swimbait, spinnerbait, and worm rods...all having traits that benefit the named bait. A cranking rod will have a slower tip, which helps with fast moving lures, so you don't rip it out of the fishes mouth. Also fiberglass has made a comeback in cranking rods...again for the slower action. One can go overboard with "technique specific" rods...just remember that a slower tip is good for fast moving lures and a faster tip is good for soft plastics.
