Well a cloudy breezy day would have more fish active and shallow then a hot miserable day. Fish will be most active from late evening all the way to early morning.
I swear, it was this big (---------------------------------------)

It's a fact you won't stand a chance not being there fishing, so the best time starts with whenever you can. The main weather factor is whatever you can tolerate.

Going to the next level consider the lake. That ultra clear water needs to be broken up at the surface to mask your presence, so some wind or waves from boaters is a big plus. Like pond fishing stay low and hard for fish to spot. It won't help at all to stand like a lighthouse on one of those rock ledges casting down into the lake. The panfish there will congregate to follow your lures in, see you, then dart out alerting ll other fish in the area. If you are just wanting to catch some fish, then go after the bluegills, easy to catch along a rocky shore. If you can find a spot where casting to a dock is possible, that's probably the best place to be for bass. There are not many public access spots like that that I can remember.

Try to get your bait under bushes and branches too. Though you may get snagged more, the fish are probably looking for the coolest spots they can get (aka shade or depth). Also, i like fishing the side of the body of water that the sun rises on. When its hot, the sun heats the west side of the lake or pond first, so some fish may congregate onto the east side.
