Don't hesitate to try
shallow-running minnowbaits like Rapalas and such at daybreak or dusk on smaller rivers....especially in areas of gravel / small rocks.
Other lures to try are ANYTHING small & black...as they represent leeches. I've had decent catches over the years with a small (3/8 oz) BLACK spoon.
Reel them SLOWLY

River walleyes (and other fish) are constantly on the move...so either hang tight...or move up & down the river to various spots until you contact fish.
Lake walleyes will depend if you have any deeper water nearby. Certain lakes have populations that live near shallow weeds...but I would bet that there is probably either deeper water nearby...or else a HEALTHY perch / bait population in the area.
