Yes you can hike and camp, there are alot of  good trails, here's a site that you can use to plan a hiking trip,   http://www.trails.com/stateactivity.aspx .    For camping you need a permit and the only campsites I know of in Loyalsock is up Rock Run and you need to contact the DCNR-Bureau of Forestry  for a permit,That's if you want to camp on state land, I know there's a privately owned site in Marsh Hill about 7 miles north of Trout Run on Rt.14 which is only a few miles south of Ralston/Rock Run.

fishing is great.... I always do well w/ little jerkbaits (rapalas, rebel ghost minnows) and when I have the kids up there nothing beats crawlers, mealies, and minnows

Trout Season starts April 16th,later in the spring and in to the summer when it starts gettin to warm for trout  there is (if you wanna take another short drive) Rose Valley Lake it's about 5 miles from Trout Run and there are Largemouth Bass,Panfish,Musky, and Walleye.
If you have facebook check out Rose Valley Lake Pa,there's alot of people that fish it regularly on there.here's the link
