Scotty, there are lots of places you can fish from the bank in the area.  When you rule out saltwater you are missing the best fishing in your area by far but if its the sweet water you like, that's ok.  Northwest River park is south of Pungo and shore fishing is permitted.  You can also fish from the bank at Lake Whitehurst.  There are several bridge crossings along the blackwater river in Chesapeake where somepeople do quite well.  The lake at Mount Trashmore has excellent bank fishing including some super carp.  The Norfolk City Lakes in Suffolk have some of the best freshwater fishing in Tidewater.  I prefer Western Branch but most prefer Prince.  The smaller lakes are good too.  Many of the water retention ponds in Chesapeake offer excellent fishing especially those at the WalMart in Chesapeake.  Finally, you can fish the locks at Great Bridge.  It is a popular spot.

    Yes, Yes, and Yes.
However, I would not eat fish from Lake Trashmore.
