    Well in in my time surf fishing I have seen more people fish with spinning reels than baitcasters.  I would recommend that if he will be fishing with artificial baits (lures) to go with spinning because getting backlash when you get into a nice school would suck, but if he is going to fish with cut bait or live then go with what he likes to use already.  If he hasn't used the bait caster a lot then probably not a good idea.  And don't forget he's going to like what ever you get him anyways.
