I started up the Finger Lakes Meet because some of the folks from the NE Meet wanted to get togather two times a year , spring and fall. So to start off I had folks interested in coming.
I made it easy on myself the first year by having it at Seneca Lake , Lodi Point , N.Y. at Sunset-on-seneca campgrounds. Where I already have a camp. Each year after I had a vote or posted asking folks if they want to go to another finger lake but I've been lucky and it's been at Lodi Point each year. I would not worry about having a TON of people come just get it started and see how it goes. You can alway look to another spot if you think more folks would show up. Get as much info on the lake as you can , on the campground , stores in the area , any special permits ( NE Meet we need one to put our boat on Lake George), maps on how to get there , shore fishing areas , places to rent a boat. That's all I can come up with now but I know I missed a few. If you have any questions a that you would rather not post just PM me and I'll answer them there.
