    Welcome to Baton Rouge.  You are correct that fishing is limited with no boat.  My best idea for you is LSU lakes.

    LSU Lakes are good fresh water, Some bar pits on the Mississippi river can be accessed. Cypermore point can be good for specs and reds and not real far.
