Illegal in my state, but I suppose just like any other cut bait.  Cut it to apporpriate size, cubes or strips, for the intended target size.

Be careful useing cut, dead or live bait that did not come from a licensed bait dealer. Due to the spread of VHS, many states no longer allow you to bring bait caught in one body of  water to another. Some states won't even let you leave a body of water with live bait. Tom

Depends on what you are after.  I have heard of guys after lunker flatheads using 1 to 2 pound live carp for bait.  If you could catch them small carp would be good for smaller flatheads.  When I was a kid we caught a 5# flathead on a 8" carp.  We also caught an 18# carp on a large crayfish.
