St Croix sells a couple 10' 6" noodle rods.  They have one in their Avid series for $230 retail or a couple in their Wild River series for $150.  You can go online to www.stcroixrods.com and buy them if your local store doesn't have them.  I could custom build one on a St Croix blank for a little bit more, say $250 and $175 with basic guide, reel seat, etc.  No fancy wraps, just a tool.  Send me a PM if your friend is interested in the custom build.  Probably about a 3-4 week turnaround.

It depends on how much he wants to spend. you dont need to get it custom built unless you want to. Plenty of 10" rods out there for steelhead fishing. I got mine at fishusa.com, great price
