    Depends on the conditions! However lipless crankbaits will catch them in any condition in my experience, if you adjust your retrieve accordingly.

    You might start with a bait that can work the area over quickly and find the active fish, like a lipped/lipless crank or spinnerbait, worked over the weeds and or ticking the tops of the weeds. If the tops of the weeds are close enough to the surface you can work some topwater searchbaits like a buzzbait, Rage Shad, or buzzfrog. After you comb the area you can focus in on particular spots with a more slow and precise approach by using soft plastics or jigs. It really depends on the situation, if you could give a little more detail about the spot, we can probably narrow down the bait selection for you, because as of right now you can use a lot of different baits for the situation you presented.
