    ADJUSTED THROTTLE CABLE TO RAISE RPM, CABLE IS OLD 1997. NOW THE MOTOR WANTS TO SURGE AT HIGH SPEED, ALSO HARD TO START. CAN ANYONE HELP
    WITH THIS PROBLEM.

    Year and model of motor would be a big help. Could be your carburator jet adjustments,  fuel pump, bad primer bulb, etc.

    Before you start adjusting cables and carburator, first try a good tune up. Start with spark plugs, and fuel filter, the basic stuff. Once you start messing with the cables, linkage, jets...it's never going to be the same as it came out of the factory. Try to post the year and model of the motor...might be able to help further.

    Last year I had to do a rebuild of my carb and fuel filter. My motor is a 1967 Evinrude Starflite 80 and I had no idea how long it had been since the last owner had done any maintenance. Runs like a striped ape now. Fires the instant I turn the key and has a WOT speed of @ 40 mph.

    1997 EVINRUDE. MOTOR RUNS GOOD AT SLOW SPEED , SURGE COMES AT FULL THROTTLE. PUT IN FRESH GAS WITH SEA FOAM RAN IT STILL SAME PROBLEM. WILL TRY REPLACE SPARK PLUGS
    AND FUEL FILTER

    timing, forward advance on the stater plate isnt going far enough forward to advance the timing when at wot.

    In 38 years working as an auto and equipment mechanic, I have never seen a surge  caused by an ignition problem. That said, are we talking the same symptom? A surge is defined as the engine losing then regaining power and RPM. If that matches your symptoms, your problem most likely will be found in the fuel system, normally in the carburetor. This is usually caused by deposits leaning out the fuel mixture, usually at high loads like at full throttle. I doubt a cable adjustment could cause or cure these symptoms. A cleaner like Seafoam may reduce the problem but expect it to take more than one application to turn the trick. A fuel supply problem can also cause this symptom.

    I strongly recommend a carburator rebuild. Kits are pretty cheap and it's not a hard job. Check with www.vintageoutboard.com. for the correct kit.

    Thanks Pegsguy and bass or bass,
    i just had carbs rebuilt last spring. the fuel thing could be the problem , friend that adjusted the cable also ran it out of fuel may have picked up something from bottom of tank. ran a tank with
    seafoam at end of season. will be starting with fresh fuel in spring see what happens. lifer SE Wisconsin
