I saw a northern pike fishing tip online http://www.twin-lakes-air.com/pike.htm where you attach an old Rapala, minus lip and hooks, on your line and run your leader from the back of the Rap to your spoon. Has anyone tried this? Had any luck?

I 've use/seen double baits before for trolling deep water but never for muskie
I friend of mine likes to use lipless crankbait like a down rigger he take the hooks off attaches a weight to the bottom hook loop and a 6 foot leader with a crawler harness to the tail end loop for walleye

The system RodTender described sounds similar in function to a disc diver or snap weight. I have found divers from both Dipsey and Walker in a small size that would do the same thing with the added option of allowing for an adjustment to make the diver run to the side of the boat. These smaller discs can be trolled with much lighter gear than the traditional diving discs in the 3-4 inch sizes.

The key point behind  his rig is the vibration and rattle that the lipless crankbait produces   he only adds the weight as needed when he marks suspended fish on his sonar.

Seems sort of like a dodger rig, very common in trolling for salmon. Probobly be sort of like on fish chasing another. I guess one could add a spinner before or after the Rapala for more attraction with more risk of having that bait struck. I do know there were plastic spinners, designed to be on the line in front of lures or bait sold, don't know if they are still around.
The whole idea seems to be, to get the fish to see your lure or bait and anything which helps get their attention has some merit.

There are many ways to impart action to a bait (live, artificial or preserved) One of my favorites is a rig I use with one color of lead core line ahead of the leader. It seems to impart a gentle undulating motion to whatever bait you choose.
